Over the past few decades, Egypts population has been duplicate from 36 million people in 1976 to almost 70 million in 2006. The average annual growth of the earth has now stabilized at 1.94%, but before this stabilization there were some fluctuations on the annual growth. Since July 2004, the Government of Egypt in collaboration with the World Bank and the donor community were planning to give rise some reforms aimed in activating the mortgage finance market, reforming the land sector, designing and implementing an efficient and well targeted national affordable housing strategy and, supporting participatory strategic planning at Governorates level and decentralizing the setting of urban upgrading regulations to the local level.
