Fewer than half of all in all released offenders stay out of trouble for at least 3 years after their release from prison, and many of these offenders commit sobering and/or violent offenses while nether give-and-take supervision. A recent study in Feb 2011 by the CT State Criminal Justice Policy and Planning Division implant that within two years of inmates release, 56% were rearrested, 47% were returned to prison, 39% were convicted on new charges and 27% began a new prison sentence. Statistics show that in CT the principal charge for incarcerated sentenced population is violation of probation or conditional discharge.
This is a significant problem because there were more than 828,169 adult offenders under state parole supervision across the country by year end in 2008. Recent reports indicate as of July 1, 2010 there were 4,692 offenders in community supervision population in CT.
Like most communities they encounter many barriers to establishing stable, self-sustaining and practice of law abiding lives. Some succeed, but others end up stateless and far too many violate conditions of parole or reoffend out of economic desperation and are incarcerated again.
